How to apply to temporarily close a road, footway or public right of way (PROW) for planned or emergency works, street parties and events.

Temporary Traffic Regulation Orders (TTROs)
To temporarily close or restrict traffic on a road, footpath or public right of way, you will need to apply for a Temporary Traffic Regulation Order (TTRO).
TTROs are mostly used to close a road or footpath, but they can also be used for other temporary restrictions such as:
- enforcing temporary speed limits
- enforcing temporary one way traffic
- enforcing temporary parking restrictions
TTROs may be needed to close the road for repair, maintenance, construction or demolition, or for events, demonstrations or street parties. Generally, full closures will only take place when all other options to control traffic have been considered but are not suitable.

Before you apply...
Make sure you are applying for the correct type of licence before you confirm payment. You should also check that the location is within West Berkshire (you can find a map of the district here). To cover our administration costs, we can generally only offer a 50% refund where licence applications contain errors or where applicants withdraw their application before it has been granted. Once an application has been processed and granted, we are not able to give refunds if you tell us you no longer need the licence.
Planned works
To apply to close a road, footpath or public right of way (PROW) for planned works, complete Streetworks Team. You need to apply at least ten weeks before your proposed closure date. This gives us time to make sure that the closure does not clash with any other works or events and to advertise it.

Emergency works
To apply to close a road, footpath or public right of way (PROW) for emergency works, complete Streetworks Team as soon as possible.

Events and street parties
There are different methods for closing a road for a street party and closing a road for an event. Street parties and events follow different legislation and have different criteria.
Street parties must:
- not be publicised for the general public
- invite the residents of one or two streets only
- not include amplified entertainment
- not sell alcohol or food
- take place on a cul de sac (no through road)
- not include attractions such as fireworks or bouncy castle
If your proposal does not meet all of these criteria, you must submit an application to hold an event (not a street party).
Close a road for a street party
If your proposal meets all of the street party criteria (listed above), complete and send our Traffic and Road Safety Team at least four weeks before the event.
and to ourIf your proposal meets all of the street party criteria, there is no requirement for West Berkshire Council to see evidence of Public Liability Insurance. However, we do strongly advise that all organisers consider taking out Public Liability Insurance.
There is no cost to make a TTRO in order to hold a street party.
Close a road for an event
Events must take place on the road, footpath or public right of way (PROW) and not on private land next to it.
Event legislation does not cover closing a road to facilitate access to an event on private land. To close a road for access to an event on private land, you must apply for a TTRO for 'planned works' (see above).

Event application deadlines
To help provide the best service to residents and businesses, we will make four Traffic Regulation Orders (TROs) throughout the year. We will make these consolidated TROs every three months and will aim to include all regular and known events for the next 3-month period at no cost to the organisers.
Please submit your event application within the deadlines shown below. Any event applications received after the deadlines shown below may be subject to a £96 fee.
